Tom McKay, B. Comm
Tom McKay is a retired member of the Peel Regional Police. having served for 32 years. He holds a Bachelor of Commerce degree and a Certificate in Law Enforcement and Administration from the University of Toronto. along with a number of certificates from the Ontario Police College, St. Francis Xavier University and the Canadian Securities Institute. Tom also completed the one year Ambulance and Emergency Care program at Humber College and is certified, as an Emergency Medical Care Assistant (EMCA) for the Province of Ontario.
In 1991, Tom attended the University of Louisville, Kentucky, where he successfully completed the Crime Prevention Through Environmental Design (CPTED) program. He was a twenty -five year member of the award winning Peel Regional Police Crime Prevention Services, where he specializes in CPTED.
Tom has lectured extensively throughout the province on CPTED and is responsible for developing and teaching a basic and Level II CPTED courses which he has taught throughout North America and Bermuda. Tom developed a popular series of courses known as the Crime Prevention Academy, which provides citizens of the Region of Peel with in depth crime prevention training. Tom has also taught Community Policing at Sheridan College (Brampton) and Humber College (Toronto).
Tom has contributed a number of articles to Security Management, Plan Canada, Problem Solving Quarterly, Blue Line, Canadian Property Management and Police Chief magazines and is a recipient of numerous awards including the International Society of Crime Prevention Practitioners' (ISCPP) George B. Sunderland Practitioner of the Year Life -time Achievement Award, the Police Executive Research Forum's prestigious Herman Goldstein Excellence in Problem Solving Individual Award, a two time winner of the Peel Regional Police Detective Robert Boyne Memorial Award and the 2004 Community Policing Award from the Mississauga Chinese Businessman's Association. He is also designated as a subject matter expert by the Washington based Police Executive Research Forum. He subsequently provided school-based, on site technical assistance to grantees of the US Department of Justice Community Oriented Policing program.
Tom is founding Chair of CPTED Ontario, an organization that he developed that is devoted to the promotion of CPTED principles throughout the Province of Ontario. He is also the President of the International Society of Crime Prevention Practitioners (ISCPP), having served on the Board since 2006, and a member of the International Chiefs of Police (IACP) Crime Prevention Committee and is a former Director of the International CPTED Association, the Brampton Safe City Association and the Etobicoke Crime Prevention Association as well as past co-Chair of the Central Ontario Crime Prevention Association. Tom also has developed a new design concept know as
Tom remains actively involved in the development of CPTED courses which he delivers as lead instructor of the CPTED Professional Training Centre and Principal of the Centre for Behavioural Based Design, a private company he founded in 2018. He also serves as an internationally sought after CPTED and crime prevention speaker having most recently been promoted as the "VIP keynote speaker" at the first annual Crime Prevention International Conference in Dubai.
Tom also serves in the capacity of a crime prevention and CPTED consultants through his professional affiliations and has frequently appeared in the local and national media as a CPTED expert .
